[Chapter-delegates] Meta - Mailing List Size Limit on Attachments

   Is it possible to set one's account so that attachments are downloaded via a 
link instead of actually attached to the message.  Or, would a maximum size 
limit (say 500 KB) on attachments be appropriate?  This is so those of us still 
with dialup-era connectivity (the definition of "broadband" issued by our 
regulator last year, in 2015!, is 256 Kbps) won't have a queue of messages 
stalled behind a single large one.
