Dear Dan,
Thank you for pointing us to these excellent papers. I very much like the
trust framework paper, but I would query one particular statement:
"Governments should not mandate data localization or prescribe Internet
traffic routes."
In my view, users should be free to store their data wherever they want. But
users may not always be aware of the risks that arise when data is stored in
certain jurisdictions. So I think that it is legitimate for all actors,
including governments, to provide information so that users can make
informed choices. And, in some cases, it may be justifiable for governments
to consider prohibiting the storage of certain type of data in certain
jurisdictions which are known not to afford adequate data protection.
So I think that this area requires further thinking and I would prefer that
the statement cited above be removed from the paper.
