[Chapter-delegates] Results of chapter survey to create new set of chapter website tools

Hello all,
First of all, a big thank you to all the chapters that expressed their
support for the project. It was enough to convince isoc.org that the
project should continue, and we are now discussing financial support for it.
Second, many chapters joined in an interesting discussion on what
commercial and open source tools to use for what purpose and which ones to
stay away from. We have taken note of all the tools that were mentioned and
we will get back to them once we are at that stage.
Thirdly, many feel that the final selection of the different tools should
be done by chapters. We could not agree more, and we will provide
opportunities to participate and to vote every step of the way.
