[Chapter-delegates] new book on Internet Governance - from the point of view of the South

re the DW (Deustsche Welle) book on Internet governance, there is a bit of
re-editing as a number of errors crept in during the editing process.

Some statements were outright garbled and made senseless in the process. So
be on the lookout, quote carefully, and wait for a new, hopefully improved
version.
