Estimados todos,

Llegue a todos los familiares de las víctimas (84), el más profundo
sentimiento de amor y solidaridad. Un pesar enorme cubre nuevamente la
humanidad.

Ha debutado una nueva forma de terrorismo, una para la cual los países
difícilmente estén preparados. Ya no se trata de investigar explosivos,
agentes químicos o incluso pilotos de avión; estamos frente a un tipo de
atentado casi indetectable, la utilización de un vehículo contra inocentes,
y para detectarlo, sólo es posible si se está en la psiquis de quién estará
conduciendo. Ya no es necesario contrabandear armas, agentes químicos ni
radioactivos. Pero, tristemente esto no es nuevo, en 1992 un manual de
terrorismo recomendaba el uso de vehículos, tarde o temprano se iba a
concretar.

Buscamos conectar el siguiente billón, es lo que nos repetimos, lo que no
repetimos es que esa conectividad es, entre muchas otras cosas, un
instrumento para la ciudadanía, para cada uno de nosotros, contra el
terrorismo, haciendo mejor las comunicaciones y las advertencias, poniendo
en manos de los Gobiernos, un instrumento que les permita actuar con
rapidez, más eficientemente. Y, con los controles adecuados, evitar que
este formidable instrumento también sea utilizado por los propios
terroristas.

Estamos en un mundo conectado y el dolor y las tragedias nos conectan y
proyectan con más fuerza hacia la paz, hacia un mundo en armonía, aunque
suene utópico, aboguemos por estos objetivos.
