[Chapter-delegates] Remarkable, Productive Open Session at the Board

Dear Avri

When you develop this as a CAC proposal, please study the following
aspects- with greater accuracy than my rapid observations - as below:

Part IX of the current year's returns (990) shows an expenditure of
1.88+13.48+1.73+0.81+0.95+1.31 +4.00 totalling $ 24.16 million (items 5,7,
8,9, 10,13&17 not including any staff related expend expenditure
categorized within the rest of the items) among 93 Staff members and 12
Trustees (whose expenditure are significantly less than proportionate
within this sub-category). Against this, even with a rigid criteria, if 50
Chapters with an average membership of 1000, get an allocation of an
initial $1000 hoping up to $10,000, it is still too disproportionately
skewed away from Chapters, in terms of resources available for Chapters to
be effective.
