[Chapter-delegates] signing of "security for all" letter

Hi people, just to inform you that ISOC-BR has signed the letter:

This is relevant for us, since it is not easy to build consensus among
1000+ membership, and the board tries hard not to take these decisions
without checking with the constituency first.
