[Chapter-delegates] ChAC Decision Needed: Proposal for greater Chapter participation in developing position & policy briefs

Hi,

it would be easier to discuss if the number "19" were replaced by a
percentage or fraction of the total. Some may question regional minima as
well.

There will always be a question about large numbers of non-participating
chapters - like this decision itself.
