Dear Friends:

My name is Carlos Vera. Ecuadorian, Electronic Engineer with a master
degree on International Relations.

I work with Internet issues from 25 years ago and almost 16 of them within
our Internet Society as former president and founder of the Ecuadorian
Chapter of ISOC.

I have experience in the academic sector as a professor on
Telecomunications and Electronic Commerce, and as a member of the Board for
the Quality Control of the Universities in my country.

In the private sector I worked as a consulting on digital economy,
electronic commerce and on international relations on intellectual
property, telecom and others international framework laws in several
countries in America.

In the NGOs field, my experience is related to users and citizen
organizations to promote citizen civil rights on several areas.

I worked also for several periods in the government side as Director of the
Connectivity Agenda of Ecuador and as a member of the Council of Citizen
Participation in charge of the transparency and the promotion of citizen
civil rights in my country.

I'm pretty sure I have the competences, the experience and the right
approach to work on behalf the chapters, in the Advisory Council.

Please consider my experience in the ecuadorian chapter. All chapters have
similar challenges, we are aware of the kind of problems we face, and, the
most important, we have smart proposals to face them.

Mi nombre es Carlos Vera. Ecuatoriano, Ingeniero electrónico con una
maestría en Relaciones Internacionales.

Trabajo con temas de Internet desde hace más de 25 años y casi 16 de ellos
dentro de nuestra Sociedad de Internet como ex presidente y fundador del
Capítulo Ecuador de ISOC.

Tengo experiencia en el sector académico como profesor de
Telecomunicaciones y Comercio Electrónico, y como miembro del Consejo de
Administración para el Control de Calidad de las Universidades en mi país.

En el sector privado, trabajé como consultora en economía digital, comercio
electrónico y en relaciones internacionales en temas de propiedad
intelectual, telecomunicaciones y otras leyes marco internacionales en
varios países de América.

En el campo de las ONG mi experiencia está relacionada con los usuarios y
las organizaciones de ciudadanos para promover los derechos civiles de los
ciudadanos en varias áreas.

También trabajé durante varios períodos en el lado del gobierno como
Director de la Agenda de Conectividad del Ecuador y como miembro del
Consejo de Participación Ciudadana a cargo de la transparencia y la
promoción de los derechos civiles de los ciudadanos de mi país.

Estoy bastante seguro de que tengo las competencias, la experiencia y el
enfoque adecuado para trabajar representando a los capítulos, en el Consejo
Asesor.

Por favor considere mi experiencia en el capítulo ecuatoriano. Todos los
capitulos tenemos desafios similares y somos conscientes de la clase de
problemas que enfrentamos y, lo más importante, tenemos propuestas
inteligentes para hacerles frente.
