[Chapter-delegates] My comment to the the board re:supporting chapters

I think it is fair and part of the game that ISOC should help chapters.
I think chapters should be active and within their community gather members, have activities and what not.
It is free to a chapter to, given their activities, get their members to pay a membership fee.
That fee is from my perspective what the chapter can use and should use for whatever activities and monetary needs the chapter has.
The cost for a chapter to operate can and should be lowered by having ISOC help with everything from in-kind-donations (web site, mailing list, legal advice, translation, ...).
There should also be an ability for chapters to request monetary help for certain activities, specifically in areas where there is activity in the chapter but (for example) the economical situation in the area of the world is such that the money simply is missing. We have for example on this list heard examples of trouble of creating and running local not-for-profit organizations or the equivalent.
But the rules must be very clear, process open and transparent and all the other values ISOC stands for.
"Activity" should be measured by for example having more than a certain number of members and a different number coming to meetings.
I am against a situation where some chapters, organizations and individuals donate volunteer time, resources, meeting space etc, manage to have meetings....while others "just" get cash...
The optics I am nervous about is that, specifically where a chapter is questioned or challenged by a different organization, some chapter leaders are said to get salary or get paid by ISOC. That is most easily managed by only having in-kind-donations from ISOC (things that makes life easier for a chapter), and specific funds (like IETF Fellowship Program).
If a chapter want to pay officers of the chapter, the chapter should gather that money in the form of membership fees.
