[Chapter-delegates] What would you do with 10 million euro to improve the internet?

Hello all,
there is a very interesting opportunity to decide on the fate of 750
million euro (851 million dollar) to be spent on the 'future of the
internet'. The European Commission has a Net Futures directorate which
was establish to pioneer and coordinate research, innovation, and policy
initiatives on what lies beyond the current Internet architecture,
software and services.
In its own words: it is now "updating its vision for the area,
identifying key technological challenges and research priorities, and
establishing a research and innovation agenda for the coming years". But
it doesn't mention surveillance, Snowden, the IETF yet - and that is
where we as a network and community of people and organisations that
care about the internet come in.
Your input (even a few lines) and those of your chapter members can have
a huge impact, because (as astounding as it is) for that huge budget
only a few dozen responses are expected. Any response pointing to the
need to invest in fixing the broken parts of the internet and its
accumulated technical debt first, makes a difference.

Please create something in your own language, and share this with your
members. This is a *huge* opportunity to fix the tragedy of the commons
by using budgets that are already earmarked to actually fix things. The
