[Chapter-delegates] Application to form a Chapter in the Research Triangle (North Carolina)

I support the formation of this chapter. RTP is one of the largest tech
centers in the US, and a major campus for Cisco Systems. I know Mark Urban,
and he is a dynamic and committed leader.
