[Chapter-delegates] Application to form an ISOC chapter in Kyrgyzstan

Hi Tommi -
I rarely jump in to the Chapter discussions, but on this one, I will.
I know the individuals applying to help create the chapter.
They are excellent people working at various levels in their countries to
promote the Internet, access to it, and ISOC¹s mission and vision.
