[Chapter-delegates] IMPORTANT: European Digital Single Market strategy

Dear All

The European Commission had an orientation debate on the upcoming Digital Single Market Strategy earlier today and the end result should be published on 6 May.

Enclosed, you will find a leaked Commission document outlining the upcoming strategy. The document highlights the benefits of the DSM while identifying challenges and opportunities, and ways for the Commission to tackle barriers to DSM. Among the barriers identified, the Commission listed consumers’ lack of trust and security in the online environment, cyber-criminality, fragmentation of regulation, territorial restrictions, and cross-border VAT procedures. As for the timing of individual measures, the document outlines the following:

·        Proposal to modernise copyright rules (Q2 2015)
·        Modified proposal on the Common European Sales Law and REFIT review of relevant parts of the consumer acquis (2015/2016)
·        Possible Digital Bill of Rights (Q4 2015)
·        e-Privacy Directive reform (2015)
·        Proposal to ensure trustworthy cloud computing (2016)
·        Review of AVMS Directive (Q4 2015)

Also attached, the Commission’s press release on the agreed areas for action, speaking points by Vice-President Ansip following today’s orientation debate, and an MLex interview with Ansip providing insights re: copyright and geoblocking.
