[Chapter-delegates] New chairman, treasurer and secretary at ISOC-nl

Thank you, Dick - for all you've done! The Dutch chapter has been one of 
the most active chapters for decades (wow, it sounds scary that we are 
so old...), and all people engaged there, have been great assets to the 
global Internet Society, and the people of the Netherlands and the 
European Union.
