[Chapter-delegates] Bio-metric Database Survey

Hey,

My name is Morad Stern and I just started leading the Israeli ISOC chapter
- *nice to e-meet you all :)*

The Israeli government is planning to establish a mandatory bio-metric
database for all citizens (currently in project pilot).
Needless to say, this is a controversial matter.
