[Chapter-delegates] Open Source and Open Hardware

Thanks for this initiative. In fact we have for long looked at internet as
a service different from others but in developing countries internet is far
fetched due to lack of electricity, lack of knowledge in open source and
hardware and little or no local content. So, I think this is a move in the
right direction.
