[Chapter-delegates] chapter applicants list disappears

We do not have membership fees, but are considering implementing a “Supporting” Chapter member category that will have some benefits attached. I do not see the AMS being of any assistance in implementing this. Happily my Co-Convenor, David Vyorst, runs a social media company so we have in-house expertise and access to open-source platforms for doing so.

For internal communications we have a long-established mailing list and when we have events we rely on friendly organizations' support for stuff like registration; we have used EventBrite as well. The list is being migrated to something more modern and we're preparing to manage rejections, antispam, etc. We don't charge our members at present so accounting is independent of these operations (and mighty simple in that sense.)
