[Chapter-delegates] chapter applicants list disappears

Hi fellow Chapter delegates,

does this happen to you? I get email from the chapter management system
telling me of new applicants, but when I go to the page where the
Applicants list should be in order to process the applications, the list is
just not there.

It is happening to me right now and has happened before, lasting more than
a day till suddenly the list is there upon a new visit to the page.

Any guidance to this one more annoying feature of AMS will be welcome.
