[Chapter-delegates] Election + social media

Hi all.

It's election season in Estonia and one prominent candidate was just
mass-reported for spam / fake account on Facebook, knocking him
offline for nearly a week. As he was a heavy user of Facebook, his
campaign certainly suffered. The culprits were probably Russian
hacktivists as the candidate is very anti-Putin.

We didn't want to get involved during election season, just to stay
neutral in this, but we certainly want to issue some recommendations
after the elections are over. What strategies have been adopted in
other countries to ensure that political candidates cannot be knocked
off social media so easily? Does this kind of mass-reporting also take
place elsewhere?
