Dear Folks,

I want to share with some highlights from the General Assembly and Board Meeting of our local ISOC Chapter (ISOC-CR Asociación Costarricense para el desarrollo de la Internet)that we held today:

Our General Assembly approved changes in its By Laws so that from now on, the leadership will be shared (both legally and effectively) by 3 Board members, acting as Co-Chairs. So please welcome Luis Carlos Solano and Jorge Brealey, who already have had responsibilities in our Board as Vice Chair and Secretary respectively as Leaders of our Chapter. Luis Carlos will continue his efforts to follow and promote IETF activities, while Jorge will help to develop our local membership. I will try to keep up with the challenges as organisational members of ICANNs NCSG as well as LACRALO & ALAC in these very interesting “transitional" times. I plan to leave my (new) responsibility as Co Chair after the General Assembly 2016 of our Chapter and hope that we will have a smooth transition in our Chapter!

Our Board welcomes the new initiatives by many friends in Barbados, Chile, Haiti, Ireland and Nicaragua, and hope they will learn from the good and bad experiences in forming and managing ISOC Chapters. We have a few stories to share from our own short experience, but one of the most interesting ones that lead to the aforementioned changes in our Bylaws, was the benchmarking experiences with other Chapters. Thanks for that to the German, Washington DC and Venezuela Chapters. We wish we could have those “operational" exchanges more often and trust the the new chapter advisory body will facilitate Chapter to Chapter exchanges.

Lastly our Board is very motivated by the Beyond the Net Initiative. While we have no large projects yet, we have agreed to concentrate on one single local question for the time being: what is the effective prices, quality and coverage of broadband services in our country (from the user perspective), and what can we do to improve it (policy as well as business wise). We hope to make our project compatible and scalable to other neighbours like Nicaragua and El Salvador in the short term.

Cheers

Carlos Raúl Gutiérrez
Co-Chair
ISOC Costa Rica Chapter
