[Chapter-delegates] Application to form a chapter in Barbados

Hello, we in ISOC Dominican Republic, support the creation of a Chapter in
Barbados, we know Jason and he is a very active member in ICANN community
where we are working together in some projects. He is also very active in
the caribbean community around Internet.
