[Chapter-delegates] Application to form a chapter in Ireland

As long as they manage to make the tuesday evening session ISOC at ICANN54 more memorable, they will have the WHOLE Costa Rica Chapter supporting the idea!!!!!
In fact, we have a general assembly in a few hours time tonite and I will make a special motion.
