[Chapter-delegates] Application to form a chapter in Haiti

This is excellent news.

I had the opportunity to talk with Christelle Vaval in BA on this topic. 
I trust that the Chapter will be an asset for the local community and a 
significant step forward for Haïti in the global ecosystem.
