[Chapter-delegates] Application to form a chapter in Nicaragua

Dear Nancy,
As always, it is good to see the interest to carry ISOC mission into more
countries.
As much I welcome Nicaragua Chapter's formation, I have concerns with
regards to the background of the founding members. There are no diversity
among the group. Maybe they are, if they included what type of work they
are doing.
