[Chapter-delegates] Application to form a chapter in Nicaragua

Dear all
>From the application as well as from the feedback received so far, I see
that there is a strong team behind the proposal. I also see that the
proposal is supported by IEEE and IEEE CS.

On my personal behalf and on behalf of ISOC-TRV, I extend support to ISOC
Nicaragua.
