[Chapter-delegates] Application to form a chapter in Nicaragua

I  know  Mario  quite  well from his  work with the  ICANN  fellowship and
our  mutual work with IEEE SIGHT

I am confident they are building a strong  chapter and  I think they will
provide a  solid contribution to the ISOC  Family
