[Chapter-delegates] Application to form a chapter in Barbados

Apologies for sending incomplete email. Sometime working on smart phones
make one so flimsy,

I was going to write that the Barbados applicant doesn't provide the
background of the founding members. It is important to find the diversity
among the group members.
