[Chapter-delegates] Application to form a chapter in Chile

Dear Nancy,

>From ISOC Paraguay, we also support very strongly the idea of having an
Isoc chapter in Chile.
Actually, I am very surprised by the fact that there isn't one there yet; I
thought we were one of the last in the continent...
I also personally know many of the prospective members: excellent people,
by all means.
