[Chapter-delegates] Application to form a chapter in Chile

Dear Nancy,

I have worked with several of the people listed below, mostly in ICANN
circles, and can vouch for their professionalism. IMHO this would be a
great opportunity for Chile to have a local ISOC Chapter that will
greatly benefit the local Internet user community.
