[Chapter-delegates] Chapter Advisory Council

I am pleased to announce that the ISOC Board of Trustees has approved the Charter of the Chapter Advisory Council. The board and I think this is a very important step for chapters and ISOC as a whole.  We are looking forward to working with the Chapter Advisory Council.

Many thanks to Evan Leibovitch and John More for their work to make this happen, as well as Raúl Echeberria and Joyce Dogniez on the ISOC staff.
