What is novel about this statement? ICT 4 D (ICT for Development) has
been recognized for years and with most of the Internet access in
developing countries taking place on mobile devices, cellphones have had
a significant role in lifting *everyone* out of poverty in developing
countries, not only women. Still, some governments dispute this and
that's where I think the emphasis should be.
