[Chapter-delegates] Please volunteer for the ISoc Elections Committee 2015

Thanks Gihan and Narelle,

these are good and almost overdue clarifications. A good understanding
about how the process works is necessary before taking part in it or
commenting. Most of us surely knew this stuff and it would mostly be for
newcomers to still have doubts.
