[Chapter-delegates] Please volunteer for the ISoc Elections Committee 2015

Dear Gihan Das
Perhaps we could move to a system of announcing the names of all those who
have expressed an interest, unlike in previous elections where the
Nomination Committee or the Chair of the Nominations Committee excluded
names by their own judgement on who is likely to be elected and who is not
so well known.
