[Chapter-delegates] Reference from your jurisdiction on Online Media Regulation

'm doing some research on Online Media Regulation in Nepal.
It would be very helpful for me If i get any information in your
jurisdiction/global jurisdiction.
Specially, I'm interested on following issues:

   - Access to the Internet and prohibition/censorship/blocking of
   particular websites or protocols by state and not state actor,
   - Practice of licensing, registration and liability.
   - Editorial freedom and self censorship affected by political, social
   and cultural reasons.
   - Code of Ethics, if any.

Your inputs would contribute on shaping the online media
management/regulation in Nepal.
