[Chapter-delegates] Call for Input into Board skills criteria

I'm amused there is fear of disruptive influencers when the entire
rationale to have ISOC created was to be deeply and pervasively
disruptive by some of the most disruptive influencers in late twentieth
century history!  The trick is knowing how to generate signal rather
than noise.

What our pioneers and founders gave us if we care to remember is a sense
of what it really takes to be a disruptive influence. Some qualities
which seem to stand out include intellectual rigour, firmness of
purpose, working from first principles and adopting Postel's law "Be
conservative in what you do, be liberal in what you accept from others".  

I do not think the Internet vision or mission that ISOC proposes for the
world is anywhere near "establishment" status. Let's please keep disrupting.
