[Chapter-delegates] Call for Input into Board skills criteria

Hi eveyone,
Just on the fly (maybe what's following has already been mentioned):
The Board skills criteria could include integrity, objectivity and sound
judgment, people who can support decision-making within groups, can work
effectively in English, have an understanding of the multistakeholder
modeland of the Internet Society's mission and operation,are committed
to its success, experienced in world affairs (can be non-profit),
contribute to cultural and geographic expertise, and can work long and
hard, generally as volunteers, in the global public trust.
