[Chapter-delegates] Call for Input into Board skills criteria

Don't forget - we are not omnipotent. We do not know the universe of Middle Eastern, female, different able, young, Internet-knowledgable, and supported to the point the can participate on the board people. If you know someone, PLEASE forward their name to the nomcom.
