What debate exists, from what I can see, are tactical rather than on substance. I see nobody saying that NMI was a Really Good Idea outside of the three founders -- forget perfect, even workable or even necessary. The main debate I have seen was whether to meekly join and try to fix things from the inside, or to reject the initial offer, pressuring for change as a condition of participation. And the ISOC statement properly questions whether there is a need at all for such an overarching body.

Exactly right. There has been no discussion as to what needs are not being met and how to meet those needs, and as a result the process seems to have been reversed. A NMI structure is being imposed from above by 3 organizations (really just 1 is in charge it seems) without any of this being discussed. As a result, it seems unsurprising that there is no consensus or groundswell of support to join in an effort. Though maybe this is building on the rousing success of the 1Net Coalition. ;-)
