I am not sure I agree with you (speaking as someone from the business community). There are many other ways to involve the business community, and WEF is not one that comes initially to mind.
With the participation of WEF, Business participation in Internet Governance space extends beyond Domain / IT sector. The four or five million that it might take to organize the NETmundial is not otherwise impossible for the present participants of the Internet Governance, so it is not a dire need for funds that brought the WEF to NETmundial.
It seems like quite a lot of money but for what? Setup a new org and have one meeting? I do not know what discussions are needed. How much good could that $4M to $5M do setting up new IXPs in the developing world or some other such thing?
