Indeed. I agree with you that it feels very top-down and it seems a
strange place to anchor something that really should be more grassroots.
Money should not be the driver - it should be IMHO (1) what problem do we
need to address and (2) what group can best address it. Resourcing it
financially and with people can follow naturally; if it is the right place
funding & participation with happen organically.
