It's already been pointed out that RFC 1855, by its own declaration, "​does
not specify an Internet standard of any kind".

So what is it, that must be so rigidly enforced in policing human
behaviour? And who is to be the "netiquette police" to deem what is
sufficiently "compliant"? Alejandro, are you really asking that ISOC staff
play this role?

The only ISOC "standards" I am aware of come from its own Code of Conduct
<http://www.internetsociety.org/get-involved/join-community/individuals/code-conduct>,
which includes this (emphasis from the original);

*Respect the generally accepted norms of Internet etiquette for human
communications, especially by avoiding communications that are false or are
likely to be considered as discourteous, objectionable, malicious,
unwanted, or causing unjustified loss of prestige. Avoid fraudulent or
deceptive statements.*


All quite reasonable. And arguably, all variations on "Don't be a jerk
<https://en.wikipedia.org/wiki/Golden_Rule>".
