oh yes, there have been a lot of ideas and recommendations around.

I think there are more activities within parts of ISOC esp. in
the regions. (E.g. I do HTML5 workshops -with support from ISO.DE
and other IT orgs- on behalf of W3C.DE. (http://html5-tag.de/)
Each of these addresses accessibility topics. Last year in Vienna
I had Michael Stenitzer one of the leading  Austrian accessibility
evangelists and member of 2 WAI task forces on board.)

But this is not the problem. ISOC is not sooo bad in spreading the
word. But we are rather lazy in following it esp. wrt. standards
(accessibility an important part of it). This is sad in two
respects: we don't gain from standards that we ignore, and we
discredit our message.
