[Chapter-delegates] Issues facing Chapters

Totally supporting this idea. All we need is a centralized coordinator
from the HQ and we can set up our own regional sub-units in our own
regions such as Europe, Asia Pacific, North America, etc. I also
suggested the idea of enhanced chapters cooperation within regions for
chapter development and event organization. Should seriously explore
that in London.
