[Chapter-delegates] Issues facing Chapters

I’m pointing back to my proposal I made the first time in 2009 during the Mexico meeting. Set-up a team called “chapters support by chapter for chapters”. The idea behind this is quite simple : some senior chapter leaders engage themselves in this team to go out and help starting chapters with the set-up of concepts and help them in creating new features inside their chapter.
Just a rough explanation of what I explained in Mexico and later in 2011 again.
Let’s have a talk in London …
