[Chapter-delegates] Letter from the ISOC Elections Committee

On behalf of ISOC-CAT congratulations to Peter and Gihan wishing them
good vision and  success, which will benefit us all.
It will be a real challenge, as already discussed last year, to find out
how to help chapters overcome admin burden.

And also our reconnaissance to the elected and non elected candidates
for their willingness to contribute and invest their time and knowledge
on  ISOC.
