Just an observation, Organizations may also be members of Chapters, not only
individuals. However, I guess the majority of members are individuals.

*         Chapters represent individual people’s interests, not driven
(necessarily) by a profit or governmental motive. 

 

Personally I see the role of the Chapters as being two-way, i.e. also
representing the Internet's interests to individual people.
