I'm all ears for scandal and catastrophe, but as hard as I try,
I cannot follow. The voting deadline is well beyond the response deadline
and early votes do neither have more nor less value than later ones, as long as those
meet the deadline. In addition, a chapter may reconsider 10 times (although
I'd personally not bet on the 10th).  So, what exactly makes this a
"total process breakdown" - as opposed to "things to consider for next time"?
