[Chapter-delegates] Welcome on behalf of the Chapter Delegates to our new Chapters

Dear all,

On behalf of all the Chapter Delegates, I'd like to extend a warm welcome to our newest Chapters! As announced previously the Paraguay Chapter was chartered in last November, and the InterPlanetary Networking Chapter joined in February. 

The Chapter in Paraguay is led by Nicolas Caballero, Maricarmen Sequera and Natalia Enciso. The InterPlanetary Networking Chapter has the following board members: Vint Cerf, Michael Snell, Konstantin Kalaitzidis, Scott C.Burleigh, Paul Brooks and Keith Scott.

As per previous discussions on this list, I encourage individual Chapter Delegates to follow up with the respective Chapter teams off list if they wish to extend their own personalised welcome greetings.

We all look forward to working closely with the Internet Society Paraguay Chapter and the InterPlanetary Networking Chapter in the near future.
