[Chapter-delegates] Recent Livestream events for RightsCon and ISOC London

Dear Glen
Thanks for the post. We in Kenya also experienced similar challenges in the
past. Your request that chapters purchase recording equipments is also
valid to enable recording of events. Can this item be considered by ISOC to
chapters noting that such items are not catered for in the current support
to chapters.
